PUBLIC NOTICE

September 1, 2023

The current schedule of the COID Pilot Butte Canal Watershed Plan-Environmental Impact Statement (EIS) and related public comment periods have shifted from those originally presented during the informal and formal scoping meetings held in October 2021 and July 2022, respectively. The new dates are reflected in the attached timeline and are based in part upon ongoing analysis of existing conditions and the need for consideration of prior agreements. To date, this has been primarily related to consulting with the Oregon State Historic Preservation Office (SHPO) regarding the project’s needs for cultural and historic resource investigations, especially with regard to the requirements of the 2019 Section 106 Programmatic Agreement (PA).  The 2019 PA identifies the section of Pilot Butte Canal in Redmond that is listed on the National Register of Historic Places to be maintained as a historic property. The project team has had to provide design and analysis for additional alignment options to avoid potential adverse effects to this historic segment. These additional alignment options are being analyzed in conjunction with the options already presented in the informal and formal scoping meetings and will be included in the Draft EIS document for public review and comment. Please note that the new timeline and related project milestones are an estimate based upon existing information. These dates may further change based upon actual agency review and processing times. COID will provide any updates regarding schedule as needed in the future.
